The 2013 IRB Small Sevens Cup is the second edition of it's kind, with the same ten core teams playing in four tournaments for the IRBSSC title. It was played from February to April in four venues around the world. The four events were the Lovian Sevens, Berlin Sevens, San Francisco Sevens, and the Stockholm Sevens. The IRBSSC board dropped Canada and Uganda for their levels of talent and the size of the country, in addition the third tournament the Vancouver Sevens was changed to the San Francisco Sevens. Uganda was also dropped for not having proper paper work. To make up for the two teams being dropped, Liechtenstein and Jamaica were added as Core teams. The San Francisco Sevens was also the first tournament in the Cup to include non-core nations, to increase the tournament size to 16.

Lovian Sevens[]

The second edition of the Lovian sevens was again held at the Villanova Sport Arena, which received large attendance from domestic residents and tourists from around the world. The tournament took place over three days, February 16th, to the 17th, with some pool games and the championship games taking place on the last day. Like always the two groups were randomized.

Berlin Sevens[]

This was the second edition of the Berlin Sevens held in local stadiums with the championship matches being held in Olympic Stadium. Games took place on March 16th and March 17th with most pool games taking place on the first day, and all championship games taking place on the latter day. The two groups were randomized.
