The Center for Societal Welfare (CSW) is the welfare administration of the Lovian government overseen by the Board on the Fight Against Poverty and the Ministry of Labour. The CSW was created in 2010 by Yuri Medvedev's Act on the Fight Against Poverty which created the social safety net and welfare distribution system within Lovia. The CSW and BFAP were not formally established, however, until the then Minister of Labour Marcus Villanova set them up in March 2013.

The Board which oversees the, CSW first enacted two types of welfare which were able to be given out to citizens that met qualifications. A vote of 5-0 accepted the Food Stamp Accessibility Program (FSAP) which would be able to be given to citizens making less than L$10,000, or unemployed and with no other financial savings, to supplement basic food needs up to $14 a day. Those making up to L$15,000 could be funded up to $7.50 a day. The food stamps (now used as a common phrase) can be used to purchase or subsidize any food needs, excluding 'junk food', housing, or alcohol. These benefits can be recieved, if qualifications met, at a Lovian Labour Center.
The other program set up was the construction of two homeless shelters, one in Downtown, Noble City and one in Downtown Hurbanova. These two shelters collectively cost the government about 125,000 dollars while most of the funding (estimated about 60%) was covered by the Lovian Humanist Society in its attempts to eliminate poverty.
