Collinia or West Sylvania was the name given to the area at approximately the same location as present-day Oceana. Before the creation of states in 1905, the region was not governed by governors but by councils and mayors. Its capital was Calava (Hurbanova).
Before 1882[]
Oceana was probably permanently settled in 1878. Regions closer to Noble City were possibly settled earlier. The region was primarily interesting because of high amounts of coal deep underground. American businessmen took people from Eastern Europe (mainly Poland and Slovakia), and placed them in the mines. The area consisted of three "communities": Calava (Hurbanova and Scotland), Laurenceton (present-day Dubnitz, near East Hills), and Newmouth. The communities were each led by a mayor. In 1878, Henry Springhorse, the mayor of Calava, came up with a name for the region. He named it after the Oceana hills: Collinia (from Latin Collis).

After 1882[]
After Srang Slowenski managed to take control over large parts of the area, Kelový became mayor of Hurbanova, as Calava has been called since then. He remerged Millstreet and Hurbanova to form one community and also merged Hurbanova with Slowane. After court found Kelový guilty of murder, he was sent to prison and could no longer function as mayor (for a list of mayors after him, see List of Mayors of Hurbanova). King Arthur I agreed with non-American government of the area if mining productivity were guaranteed and councils were created so mayors no longer had a monopoly of ruling their community. This allowed the unique culture that Oceana nowadays possesses to develop. Vlashka became a new community in 1890 (until 1903 when it was destroyed). In 1895, Newmouth and Westwall merged to form the new community Beaver River Mouth. A short time after that, the community of Laurenceton (by then renamed to Dubnitz) moved its community hall to East Hills. In 1904, the community of Scotland was abandoned and merged with Hurbanova.
The Lovian states were created in 1905. The region, which was known by the more neutral term West Sylvania, formed the new state Oceana, a name which was made up by King Arthur II. When the state was created, the community of Beaver River Mouth merged with Hurbanova and several new borders were drawn. Stephen's Headland and Plemming merged with East Sylvania to form Sylvania. The border in the Emerald Highlands was changed, so Sylvania had access to several coal areas. The border between Sylvania and Oceana was, for a large part, defined by the Beaver River. Several towns that used to belong to the Beaver River Mouth community became part of Noble City.
