Davis Howard Miller (3 January 1920 - 15 March 1998) was a Lovian governor of Seven for the Unionist Party for five terms in total, between 1956 and 1962 and again between 1966 and 1970. He was the longest-serving Unionist governor and almost single-handedly revitalised the party's position in Seven politics, after almost forty years without power (excluding the rather mediocre governors William Trumbel and Kirtsen Blacksmith). He is also remembered as being the only governor of Seven of African-American background.

Miller pursued fairly liberal policies, lowering tax rates and legalising prostitution in a small restricted area of Kinley. His greatest achievement was his successful management of the chaos that ensued after famine struck Seven in 1966. The years between 1956 and 1970 were characterised politically by a fierce and often personal rivalry between him and Socialist leader Anny Smith Peterson.
