The Eighth Amendment to the Lovian Constitution was proposed by Andy McCandless and created Article 6, Section 4 of the Constitution, authorising the creation and maintenance of a Congressional Journal. It was proposed on the 1st of January 2011 and officially incorporated into the Constitution on the 1st of February, with a majority in the Second Chamber of 92%.

Text of the Amendment Edit

Article Six, Section 4 states:

For each motion that has been moved to the Second Chamber by Congress, and that is in due time either approved, rejected or proven unable to gain the required support, Congress must keep a record, starting February 1st of the year 2011, which will be known as the Congressional Journal.
