The Stephen Headland Union is a popular Lovian organization concentrating on the Stephen Headland in the State of Sylvania that improves the area. It is headquartered in the unused south part of Charleston Academy, Charleston. It is contra on the creation of a Western Sylvania and is not concentrated on politics but instead helping the citizens/residents.

Fund propositions[]
Charleston Emergency Complex[]
The Union is funding the creation of a multipurpose governmental center to help create a local Police, Fire, and Health service for the village. The Complex would create about 80 jobs, and assist the local hamlet government by providing services which it currently is scarce in providing. The Complex would cost around $15 million, which the Union is capable of providing with its current benefactors. The cost of maintaining the facility would be within the range of the currently small Charleston hamlet government, estimated at $890,000 a year. Status: Working On
Farmer's Regional Transportation System[]
The Union has proposed the creation of a transportation system that would allow for poorer farmers to transport their goods to the City of Charleston for national reimbursement. The Transportation System would also allow for the growth of farms by providing transportation from the hamlet of Charleston to farms further out in the country side, effectively increasing the labour force ready to be applied to agrarian uses in the region. It would cost an estimated $6,000 a year to maintain, with a $350,000 start up fee which the Union is ready to provide should the government allow it. Status: In Talks
Charleston Independent School District[]
While Charleston does have an academy, it lacks a public primary and secondary school. The Union has proposed an $8 million fund to create the Charleston Independent School District, which would allow for the growth of the village and the creation of around 70 jobs. The Independent School District would be able to follow national standards of education and would be managed by the Charleston hamlet government. It would cost an estimated $550,000 a year to operate, which could be annually funded by the Union if the Charleston hamlet government cannot provide for it. Status: Working On
